There are various types of certifications that government authorities will require in order for you to import and sell your products in Mexico. We’ll let you know which ones apply to your equipment, whether you manufacture, distribute, sell, or import it. Through a specialized analysis, we’ll help you comply with regulations.

In accordance with the current Quality Infrastructure Law, Mexican Official Standards (NOM) are mandatory technical regulations issued by the competent authorities, whose primary purpose is to promote quality by establishing rules, designations, specifications, or characteristics applicable to goods, products, processes, or services, as well as those relating to terminology, marking, labeling, and commercial information.

We provide advisory, consulting, and administrative support for the procedures required to obtain NOM certificates, equipment approval from the Telecommunications Regulatory Commission (CRT), technical specifications (DT), and laboratory testing required for conformity assessment of products in the fields of electrical safety, electronics, telecommunications, and energy efficiency.

PRODUCT CERTIFICATIONS

We help you ensure your product complies with Mexican Official Standards (NOM), NMX Standards, and Technical Regulations (DT).

Product certification under the NOM is a mandatory process in Mexico that ensures your products meet the safety, quality, energy efficiency, and labeling requirements established by the Mexican government.

Why is it important?
  • • It protects consumers by ensuring that products are safe and reliable.
  • • Facilitates legal trade within Mexico.
  • • Avoid penalties, fines, or product recalls due to lack of certification.

EVALUATION BY A HIGHLY SPECIALIZED TEAM (HST)

We manage the HST certification process for data processing and network infrastructure equipment.

The HST standard applies to professional data processing equipment (modular, multiprocessor, or used) used for communication with other equipment such as workstations, super servers, 24/7 systems, or supercomputers. This is in accordance with the technical specifications of NOM-019-SCFI-1998.

This standard is valid for the importation of products, up to a maximum of 25 units per customs declaration, with no limit on the number of imports and an indefinite term of validity.

1.2 The following are excluded from the scope of this Standard: highly specialized equipment not listed in section 1.1 (of NOM-019-SCFI-1998) and that is not sold directly to the general public but rather to business users or institutions that install, operate, and update such equipment directly or in collaboration with the supplier, as well as:

1.- Equipment with a multiprocessor architecture, regardless of the type and number of processors they use.

2.- Peripheral devices associated with the machines listed in section 1.2, such as: printers, plotters, external disk drives, external tape drives, graphics tablets, image scanners, optical readers, monitors, terminals, or control or interface units.

3.- Equipment used for electronic communication between data processing equipment and peripheral devices, local area networks (LANs), etc., such as hubs, protocol converters, or routers, that meet two of the following characteristics:

  • • Have a data BUS of 100 MB/s or more;
  • • Have a modular structure designed to adapt their features to accommodate different technologies;
  • • Be programmable and capable of handling various communication protocols and/or enabling monitoring of the local area network.

APPROVAL

We handle the equipment approval certification with the Telecommunications Regulatory Commission (CRT) on behalf of IFT.

Product approval certification is the process by which it is verified that equipment, devices, or apparatus intended for telecommunications or broadcasting comply with Mexican technical and regulatory standards before they can be legally marketed or used in the country.

What does the approval certification process involve?
  • • Technical evaluation conducted at an accredited laboratory to verify compliance with the technical provisions of the CRT.
  • • Issuance of a certificate of approval if the requirements are met.
  • • Registration of the product in the CRT’s database of approved products, which allows for its importation, sale, and use in Mexico.

LABORATORY TESTS

We conduct the tests required to obtain NOM certification through our subsidiary, Isatel Laboratoriosstrong>, in the areas of electrical safety, electronics, energy efficiency, telecommunications, and specific tests or protocols.

NOM laboratory tests are technical evaluations conducted in accredited laboratories to verify that a product complies with the requirements set forth in the Official Mexican Standard (NOM). These tests are mandatory for obtaining NOM certification, which allows for the legal sale of products in Mexico.

What is tested in laboratory tests?
It depends on the type of product and the applicable NOM, but in general, aspects such as:
  • • Electrical safety (in electronics and household appliances)
  • • Energy efficiency (in refrigerators or LED lights)
  • • Physical strength (in toys or building materials)
  • • Telecommunications (security in the interconnection of telecommunications networks)
We have a testing laboratory that is accredited and approved in accordance with national laws and/or authorized by:
  • • Mexican Accreditation Body (EMA)
  • • Directorate General for Standards (DGN)
  • • Telecommunications Regulatory Commission (formerly IFT)
  • • National Commission for Energy Efficiency (CONUEE)

LABELING AS COMMERCIAL INFORMATION UNDER NOM

We handle the issuance of commercial information certificates or statements through the National Inspection Units.

Commercial information labeling under the Official Mexican Standards (NOM) are a set of requirements that products must meet in order to provide consumers with clear, accurate, and sufficient information about their characteristics, contents, origin, and use. This labeling is mandatory for many products sold in Mexico, especially prepackaged items.

What is the purpose of NOM labeling?
  • • Protect Consumers: Preventing Deception or Confusion.
  • • Guarantee transparency: Provide information on ingredients, quantities, warnings, etc.
  • • Facilitate purchasing decisions: Provide useful information such as net weight, country of origin, and expiration date.

SPECIFIC COMPANY PROTOCOLS OR TESTS IN TELECOMMUNICATIONS OR ELECTRICAL SAFETY

We conduct specific tests to verify compliance with a protocol or product specifications.

When it comes to tests not covered by the Official Mexican Standards (NOM), we enter the realm of voluntary, international, or supplementary testing, which may be required by other authorities, clients, or private standards.

What are non-NOM tests?
These are technical assessments that are not directly regulated by a NOM, but may be required for: • Comply with international standards (such as IEC, ISO, UL, FCC)
• Meet the needs of customers or distributors
• Prepare for export to other countries
• Validate performance, durability, or technological innovation
• Comply with industry regulations (such as COFEPRIS, CRT, SEMARNAT)

ENERGY TRANSITION ACT

We contribute to environmental protection by complying with national regulations on energy consumption in electrical and electronic products.

The Equipment and Appliance Catalog published by the National Commission for Energy Efficiency (CONUEE) stipulates that the following entities must include information on energy consumption:

Who is required to comply?
- Manufacturers: Include energy labels on products listed in the catalog.
- Importers: Ensure that imported products comply with energy labeling requirements.
- Distributors and retailers: You may not sell products without the required nutrition
information.
This applies to products with significant energy consumption and sales volume, such as refrigerators, air conditioners, lamps, and electric motors, among others.

Legal basos
- Section 103 of the Energy Transition Act: CONUEE must publish a product catalog that includes clear and visible information on energy consumption.
- Regulations of the Energy Transition Act, Articles 31 and 32: The catalog is updated every two years and published on the CONUEE’s official website.
- Exceptions: Products that are already regulated by a current energy efficiency NOM and have the corresponding certificate do not need to duplicate this information.

ADDITIONAL SERVICES

We assist with the importation of samples to ensure compliance with NOM standards and with related procedures for model extensions or technical opinions regarding the non-application of NOM standards. See our list.

- Customs Letters: A customs letter allows us to import one to three samples to demonstrate compliance with a NOM.
The customs letter is requested from the Certification Body (CB), and with it, the customs broker imports the samples for shipment to a laboratory for testing and to obtain the NOM certificate.
- Technical Opinions: These determine whether or not a product falls within the scope of one or more NOMs.
The Technical Opinion is valid for import purposes when dealing with a customs broker. - Model Extension: We analyze technical specifications for extending models to an existing certificate, thereby reducing time, testing, and import costs.
- Expanding the list of countries of origin or provenance: We can assist with the process if you need to add or remove countries of origin or provenance from the certificate or report.
- Expansion or Modification of Tariff Item: If you need to modify or add a tariff item to your certificate, we can assist you with the process.
- Certificate or report corrections: If you need to make any changes to your certificate—such as your address, business name, product, etc.—we can assist with the preliminary review and coordination with the Certification Body (CB).
